虽然用排除法看出了 B,但是文章啥意思不太懂啊

政府对社会需要服务的批评只有一个反映,就是调整或者说是规范提供服务的活动,但不可避免的,在规范这些活动的过程中会使这些活动变得更昂贵,这也是在财政紧张期间的一个难题.然而公众对childcare的批评,已经损坏了公众对这个服务的信心,而且这个服务是社会需要的,所以政府一定要这项服务采取行动

第一次读文章的时候对response的理解不够到位;

以为response只是口头上说说,其实应该是采取行动
