天津将重点发展以RFID为核心的应用软件

    据新华社报道，天津市市长戴相龙在近日召开的天津市十四届人大四次会议上指出，"十一五"期间，天津将从培育自主品牌、推进高新技术产业化、发展软件产业等方面开发高新技术产业。
    戴相龙说，"十一五"期间，天津将按照产业化、集聚化、国际化的方向，以增强自主创新能力为核心，加快技术创新，培育自主品牌，提高分工层级，扩大产业规模。
    首先，培育自主品牌。建立信息安全、电动汽车、细胞工程、中药现代化、重型机器装备等１０个重大产业技术平台，大力开发具有自主知识产权的关键技术和核心技术。在集成电路、智能化仪器仪表、新能源等领域取得重大突破，引导企业对移动通信、节能及环保等引进技术进行消化吸收再创新，形成一批填补国内空白的技术。积极实施品牌战略，培育２０个在国内外有一定影响、具有自主知识产权的知名品牌，形成３０家具有自主知识产权、年销售收入５亿元以上的优势高新技术企业。
    其次，推进高新技术产业化。戴相龙强调说，要巩固电子信息、新能源等优势高新技术产业，发展生物技术、环保节能、纳米等新材料、海洋科技、民航科技等战略高新技术产业。加快实施集成电路、基因工程药物、中药现代化、新型绿色储能电池、智能化制造装备与系统、海水淡化及资源综合利用等１２个高新技术产业化专项，每年实施１０个以上重大高新技术产业化项目。规划建设ＩＴ产业基地。
    第三，发展软件产业。戴相龙指出，应以天津软件园、国家软件出口基地和国家"８６３"软件专业解化器为依托，重点发展以移动通讯终端、汽车电子为主的高端嵌入式软件，以ＲＦＩＤ为核心的应用软件。发展以业务流程外包（ＢＰＯ）、现代物流和城市信息化为重点的信息服务和系统集成服务。扩大软件外包出口。２０１０年软件产业占电子信息产业的比重由５％提高到１０％，成为我国重要的软件生产、研发和出口基地。
