定位第一段和第二段前几句。第一段说其他国家都有natural water sources，但是玛雅没有natural water sources，所以觉得玛雅政府没有control xxx。问what assumption was made here?
第二段说虽然玛雅没有natural resources,但是他们有reservoir(水库），可以达到同样的目的。所以这道题的答案应该是assumed natural water sources are necessary for the government to control xxx。我记得我选的是B (基本上就是这个意思，但是说的更复杂一点）
