其实我做这个题，vote根据语境，vote to do 更贴合，原意 the city council 为了。。。而vote。所以直接我就选了E

分享看到的合理解释：

deny sth to sb= deny sb sth(翻译成：拒绝给予)
这里就是deny permission to them= deny them permission 拒绝给予他们（environmentalists）许可

而deny their permission 拒绝他们的许可，语义错误
