if at all, 个人理解是if we were told at all 或者楼主补全的这种 if we were told in what way at all

Puritan clergy were one-third to one-half as likely to return to England by 1660 as Puritan ministers from western and northern England were to return to England by 1660

从東英格兰来的Puritan神父在1660返还英格兰的可能性是来自西部，北部英格兰Puritan神父的三分之一到一半
