who 是修饰 people 无歧义；
歧义的是at the airport 状语修饰的是waiting 还是 picked up；

1. The driver picked up the peope, who had been waiting at the airport
2. The driver picked up the peope, who had been waiting, at the airport

嗯嗯，我也是这么理解的
但是书上的解释有点怪怪的：他说是因为people的修饰成分不确定：司机搭载的people 的waiting有两种意思①正在等着别的什么的people②正在等着被人搭载的people
