Hey there!
You ask a very good, but very tough question. And there are many things in your question (like about taking care of your mother) that I feel like you need to decide for yourself. And I’m not sure that anyone in the forum can really help.
I agree for the most part with your analysis, and I think you should really ask yourself two questions:
1. Where do you want to develop your career?
2. where do you see yourself living for the next 5 years or so? Canada? or China?
And those are the main considerations really. You might be challenged more if you were to go to Canada, because you will be in a new environment, but on the other hand, you might make more Chinese contacts in CEIBS, but it may be harder for you to make a bigger career jump.
I would suggest talking to alumni of both schools 3, 4 years after they finished, especially guys who come from a similar background as you, and see what their experience was.
