国家安全部说：机械工业如果再萎缩下去就会影响美国的国防能力了。可是还没等国家安全部做出限制进口的决定，机械工业就以国家安全为由提出限制进口的请求。

问题：下面哪个选项可以解释机械工业的做法。

C：机械工业在进口上失去了政府的保护。且理由与国家防御没关。

问题：我理解C的前部分，但不太明白other than defense.这个地方。
是不是说机械工业为了寻求保护，虽然它寻求保护的理由与国家防御没关，但（为了某种利益）以国家安全为借口来要求限制进口呢？

AD没有提到import，无关。BE说反了。
