记者的argument是：B刚刚满足了成为候选人的一个条件，所以他今年会参加竞选。

E问的是B以前有没有满足过这个条件？如果满足过，而过去B没有参加过竞选，那么满足条件不能代表他会参加竞选；如果没满足过，那么这可以被看做他会参加竞选的一个征兆。
