假设你买一类产品，你想买用循环利用材料制作的，但是商品本身没写出它是否是循环利用材料制作。那么，即使这一类产品里面的大部分品牌是循环利用材料制作，你还是有几率买到了不是循环材料制作的商品。所以，在这样的情况下，政府出了一本名册，就帮助你确定能够买到循环利用材料制作的商品，提高了此类商品的使用频率。

D的问题是，如果本来某一类产品的所有品牌都已经是循环利用材料制作了，政府是否出这么一个名册，也不会再继续提高此类商品中循环利用材料制作的品牌的使用频率了。
