When a city experiences a sharp decline in population, the city's tax revenues, which pay for such city services as police protection and maintenance of water lines, also decrease. The area to be policed and the number and length of the water lines to be maintained, however, do not increase. 正确答案是A。但是楼主不明白A为什么就支持了结论?结论里说,更高的tax rate 会导致居民离开,所以不可以用涨税的方法。 A完全没有提到啊
