what does this sentence mean? does it mean that the maximal words limit is 500? or it mean that there are no specific limit on words...It is just a typical essay wrods in length...

Yes, 500 words is the high limit. You could reach 520/530 if you really can't make it within 500.

Usually 10% over the limit is acceptable.
