单独翻这个句子:当财产的价值出现不同的波动时,往往就需要重新评估,以削减因这种波动而造成的失实


但是这道题联系上下文的意思应该是说:只有当财产价值同时出现上升、下降时,就需要重新评估了,否则税收收入的基础就不对了


我不是NN,所以瞎翻,反正我是这么理解的。别笑话啊!
