(A)  The unemployment rate in the city is higher today than it was when Mayor Delmont took office.

这里的A选项说了失业率现在比市长上台一起高了,而题干里又说了增加的职位比干掉的职位多,那么说明总就业人口是多了,其实失业的绝对人数还是大了,这样一来这些没工作的人不就拉低了平均工资了吗?当然如果你要说增加的职位的工资非常高,可以把这些失业者平均掉,那照这个思路的话,我觉得正确选项C也就不一定对了,因为被砍掉的职位的工资也有可能低于增加的工作的工资啊?为什么我们一定要认为砍掉的工作的工资是高于增加的呢?

Average pay cheque指的是那些有拿到pay cheque的人的cheque的average,没工作的人不算的。
结论的意思就是市长上任以来,本市的工作的人的平均薪水增长了。
如果eliminate的都是高薪的job,create再多比这个薪水低的job也只会拉低平均值,也就是无法提高average pay cheque.
