He also mentioned an example of southwest airline that have a superior basic operating system and have levels and hierarchies. They do jobs well

But a more serious reason is that people put a lot of money on a new program while they behave in the old way. What’s worse, some people also blame on HR.

people asked the company to pay for their pension, which had never been paid.
nowadays, the march became silent. people clocked in the morning, and leave the factory, and went back to clock after the work. people acused that labor union was just a representative of the local government.
the factory agreed to pay their pension after the stike, which has been the largest strike happend in non-state enterprise these years.

In labor-intensive industry, labor shortage is becoming a sever problem. many people in the factory are in their 30's and 40's. they value pension very much.

The workers refused to accept those offers, and pointed out that union labor only represents the interest of government.
  Most workers in this strike are young. Because the company, faced with serious shortage of young labor, tends to employ the workers for longer and longer time, those young workers become aware of the importance of their pension.
  Now more and more labor-intensive production has move to countries with cheaper labor force, such as Vietnam.
