看了之前大家的讨论,问题集中在A.C选项中,但我对B仍有疑问

大家意思是highlight部分有still表明了C答案的意思,但是我觉得从这段话的意思看来也正说明了现在are regulated咯啊。。?请指教~

B. Under the most recent environmental regulations, industrial plants are no longer permitted to produce these outputs。

B的意思是在环保法规下,工作不能再排放这些有毒废弃物了。其实正好和原文的意思相反。

原文说要对这些排放有毒废弃物的工厂进行严厉的收费(就是因为这些工厂还在排放废弃物啊!)
