意思是：正是因为装了闭路电视才使得人们发现的犯罪行为上升了；就是说，以前的犯罪被报告的少是因为发现不了，装了电视，被发现的就多了，那么被报告上去的也多了；其实还是那么多的犯罪行为。

D说那年被报告的犯罪行为总数下降了。这不是跟文中的 both stations showed increases in the number of crimes reported相反吗？而文中说这个的时候是当作可信的东西来说的。。。D说下降了，没用。
