A certain city with a population of 132000 is to be divided in to 11 voting districts,and no district is to have a population that is more than 10 percent greater than the population of any other district.what is the minimum possible population that the least populated district could have?

A:10700  

B:10800

C:10900

D:11000

E:11100

求投票区可能的最小人数，取个极限，就是设其他十个投票去都比这个区域多10%的人
设最小的为X  则其他都为1.1X
X+10*1.1X=132000
X=11000
