OA是A，我选的是B。我的选择原因：

1.我记得在哪里看到过，如果是一个很长时间跨度（比如这里的 between 1876 and 1904 ），那么可以用完成时。还有，完成时不是对现在有影响的吗？这个construction必然对现在有影响啊……

2.如果是A的话，那么说明three separate sewer systems是一个construction下面同时建造的。而B选项则突出three separate sewer systems是在 between 1876 and 1904 这个大的时间段里分别建造起来的。我觉得后面一种解释更加符合实际。

请nn帮忙解释一下时态问题和后面的 between 1876 and 1904 出现地方的问题。谢谢

个人觉得表示目的的话用不定式比for doing 更好。另外大段时间应该用完成式。

不过不确认.

我觉得是A啊，这里动词lead to用什么时态跟宾语没有关系呀，between 1876 and 1904是用来限制宾语construction的，所以是出题人故意迷惑考生的。
