这是最快的方法，除非有两个选项同时出现politically necessary compromises和government is functioning well，那么两个选项一定逻辑反向。就需要再判断一下充分必要关系（GMAC现在很少出两个相关选项的题了，因为外国人智商不够用）。

这里错了。
If A, B为真，则If not A, not B真假不定。
If A, B为真，则if not B, not A是原命题的逆否命题，与原命题同真同假。
