While these problems do not necessarily mean that to build a shopping center is a bad idea, they are, nevertheless, concerns that planners must be aware of. （这句理论上好像没什么错误，但我觉得怪怪的）

To sum up, having taken all of the above disadvantages into consideration, planners will find solutions of——好像应该用to？  those problems in near future.  My intuition is that building a new shopping center makes good sense and should be the correct choice.
