不知道大家是不是没看懂题...

如果D正确, 就意味着, 作者认为很多装雷达的人在report期间至少被开过2次罚单. 错是错在这里了啊.... 这个不是作者的本意. OG解释也是说, 如果他们被至少开过2次罚单或是更多, 可以帮助解释, 但是这并不一定necessary.
