问题就是，政府这样做，并不会遭到预算上的损失。

WHY

A  因为COTTON价格的下跌给政府带来了损失，因此政府这样的行动是有效的。也就是说这部分支出的钱可以通过COTTON价格的回升来弥补。因此总预算还是平衡了。
