C选项讲的是poor general health does not increase one's risk.但是文章没有说过T的人就是POOR GENERAL HEALTH的，只是说medical care is not adequate。所以C是无关选项，而B中则说出了R的人死于这个病的比率高的真正原因：
因为T的人都还没老到那个病侵袭的时候就已经死了。。
所以选B
