explaination 题给我的整体感觉就是：答案五花八门光怪陆离初看之下不着边际的解释反而是正确答案（这点跟推理题完全相反）

这道题的背景是：Defense department的analysts担心战争不能持续因为machine-tool manufacturing出问题。当Defense department将两个问题（security issue、import quota issue）放在一起考虑时machine-tool industry就按奈不住了可能是政府进口的想法损害了machine-tool industry的利益只有C选项声明了这点（得不到保护，别管在哪个领域的保护，这也是非充分性的体现）

A侧面说明利益有保障

B关心国外的竞争并未说明自己就一定利益受损

D扯太远了

E直接说明其利益有保障

所以解释题的最高原则是：方向对了沾边就算

（因为造成一件事的原因太多了作为一个管理者应该保证方向正确而不是绝对有效无效想可以修改方向错了就完了想伯南克在最短的时间内推出救助方案获得一致赞赏，即便后来承认了方案的无效性）
