usually you can get your F1 visa in Canada. however, in rare cases, some applicants are rejected. At least I know a Korean was requested to go back to Korea to apply F1 in 2002, and that guy was a new landed immigrant. I am not sure current sitation, but you'd better ask people around. I think you would have no problem. Anyway, it is 2005, not 2002.
