Last year all refuse
        collected
by Shelbyville city services was incinerated. 
This incineration generated a large quantity of residue ash.  In order to reduce the amount of residue ash
Shelbyville generates this year to half of last year’s total, the city has revamped its collection program.  This year city services will separate for
recycling enough refuse to reduce the number of truckloads of refuse to be
incinerated to half of last year’s number.

跟去年相比,今年回收的垃圾中有一大部分是可回收垃圾. (這裡沒有提到是否降低送往焚化爐的垃圾數量,我覺得這裡說明不足成為支持結論的前提,因為訊息不完整)
