那 it 怎么解释呢？修饰的话为什么还要在后面加宾语呢？

呵呵，不过我那样分析好像语法上更加解释不明白。

可是即使是把后面的全部理解成是修饰成分，Narrow 这个动词还是很有问题呀，refine 和 narrow可以等价吗？

或者是把问题转换成这样：到底是narrow代替refine造成和原文之间的差异大呢 还是optimal level of skill possessed by the local workforce 和 optimal workforce populations之间存在的差异大

如果D的理解上没有歧义的话，确实D比较合适……楼上好强好强！！！

羡慕中……我终于明白为什么有时候明明认为很对的东西，结果确实错的……
