His background is there, and nothing in his past could be changed. Gmat is the only significant factor which has not been determined. Now what he's asking is whether he is qualified for (at least applying for) top 20 schools. I said, yes, if you had a 720 gmat, and even top 10 if you made a 750. I am talking about the combination of all his qualifications including everything you listed, but what he could do now is just the gmat. Essay is not considered as a hardware-type qualification, and we assume that he would spend every effort in it in the application period.

Hotwell, this is also the answer to the second question. It's the combination of everything that leads you to the mba classroom, not the score itself. If you want to sit for the competition, however, based on your background, those scores, or even higher, should be your basic line. You can always look at the student profiles of those schools on business week to have a general idea on what kind of people they are looking for.
