intendent说新要求是只收住在neighborhood of school的人，如果“穷人”都在学校这个区域，就等于说没的上学了。B说穷人有机会住在neighborhood of school，所以为ASSUMPTION

不过我还是不太明白，in the majority in the district就等于live in the neighborhood of the school，学校不再收那么高的学费了，为什么说等于没得上学了呢？我觉得a和c意思一样嘛？？？

in the district不等于neighbourhood，举个例子，district就是学校所在的这个村，neighbourhood是旁村的。

反过来想如果两者一样，B和C就是一样的答案了。。。。
