但是，也有正确选项是 while at the same time 的

正确选项的结构是：
A became.., but then [ (it) proved unable to do.. , falling behind in..]
v-ing modifier是修饰整个句子，还是修饰前面的but引导的clause?
会不会有产生歧义，既可能修饰前面的clause又可能修饰整句话？
