excepting 原来有道题也说过，一般只用在否定的时候，未划线部分有in 1911的时间限定，所以应该是过去时且该动作已经停止了。

第二个题感觉楼主可以不用太在意这些东西，with + V ing本身表达的应该是伴随状态。其实你细看一下ABC都没有完整的句子结构，后面people using 缺动词，所以就看DE了，而E比较改变原句的意思，原句本身想说的应该是随着过去某事件到现在，对现在的影响。while开头表示的确是转折？所以不对哈
