比较省略的题引申出的问题求求求求。。。大神解答

There are hopeful signs that we are shifting away from our heavy reliance on fossil fuels:  more than ten times as much energy is generated through wind power now than it was in 1990.
(A) generated through wind power now than it was
(B) generated through wind power now as it was
(C) generated through wind power now as was the case
(D) now generated through wind power as it was
(E) now generated through wind power than was the case

关于比较的省略一直不是很清晰，这道题当中不能用it因为it是完全指代指代的是过去产生的energy，因而错。其实对于答案我没有问题。如果把it改成that呢？generated through wind power now as that was...？可以吗？
时态不同时动词要补出因而was是一定要的，was后面的generated through wind power在前面都可以找到所以没有必要补出，正确吗？

我做比较省略的时候有如下总结不知道对不对:
1。若是动词和前面的一样可以用did/do/...等代替，但是一定要和前面的形式一样，do对do /is 对 is/have 对have
2。若是省略的部分可以再前面一模一样找到就可以完全省略，如上面一题中的generated through wind power前面有一模一样的所以就不用再补出来。
3。时态变化一定要补出来如上题中的was

答案是C 本来是有黑体的不知道弄出来怎么没了~~

我觉得换成that也不行
第二个问题我同意楼主观点
我觉得省略就是，只要是不改变句子意思，能省则省；要么就像这题一样弄个the case出来，概括那老长一片，看上去不罗嗦
