OG说加粗的部分是：The placement of restrictive clause after households could also cause confusion. 看了几个之前的帖子，几位NN说that意在修饰confidence，而这里就近修饰了households，所以confusion。

但这里that后面的"they"和"safely handle new debt" 明显都表明这个clause在修饰households的呀，信心怎么能用复数代词和贷款呢，哪里看出来是要修饰confidence了…迷糊中。

请NN们指教~

个人看法哈：
households were confident （that） they could safely handle new debt.
that they could safely handle new debt 应该是一个同位语 如果是一个同位语从句那么应该要touch
而这句同位语意在解释说明这个confident ，households 自信什么？ 自信他们可以safely handle new debt.
就好比confident是个adj, that后的同位语 我们用他们可以safely handle new debt来解释为什么confident
而如果直接跟在households后面，同位语应该是对household作解释的，什么样的人我们称之为household
所以 they could safely handle new debt  这句话的意思就修饰这个confident 更符合语境

不过，在做题目时，还不知道D是对的，好奇的是单看A能看出that的指代有问题么

附加一个很二的问题：形容词也能用同位语啊0 0

首先哈，not...but...这个固定搭配，not as a sign....but as a sign...其实就可以直接秒杀掉其他选项

不排除有特殊情况的，今天上午就看了一个帖子讲的prep上的一个not....but...但是不是我们常常看到的完全平行的正确OA. 所以不排除有特殊情况， 那么就先排掉A.B. 保留 C.D.E三个

正确选项都是对比出来的哒，所以接下来对比，一般看到 N+that+句子 都是有好感的 这种N+OF +By的很容易就出现歧义了，所以多留个心， 多比较哈

另外我前面有点木有说清楚的就是 这个同位语
形容词是木有同位语啦  
这个 they could safely handle new debt.其实是households were confident这整句话的同位语。
还记得我们经常看到 S  V  O , a phenomenon that .....这种句子么？
这个a phenomenon 就是指代的整个句子，同位语应该能修饰这个句子吧..
可以再考证哈 我也再翻翻资料 如果看到更好的解释就po上来
