大D的千行里说whereas不一定要平行，只要连接的两个句子完整就可以，对于这道题的确成立，因为前半句主语是75percent，后半句主语是nuclear power，不平行。

并不是看见“whereas”“and”或者别的词就要用平行
平行的结构要服从句意和逻辑
