Thank you for your interest, and your comments.  In general, Mechanical Engineering at Georgia Tech only admits international students if a faculty member is willing to commit a year of GRA support to the student in advance.  At present, I have no idea what my funding situation will look like next April, which is usually when faculty have to make such a commitment.  So, although I encourage you to consider applying to our graduate program, I can't tell you what your chances are of being accepted in my group.  

Regarding your comments, measuring the electric field is, to my knowledge, impractical.  We have been considering simulations, but it's unclear if this is feasible, at least when we start getting to higher particle concentrations which requires modeling interparticle effects in the presence of an electric field, flow and Brownian diffusion.
