Thank you for giving such valuable insights.I wish what you said is the general rule in the MBA world.
I guess there are a variety of facts leading to his tragedy，apart from the language imperfection，the job hunting strategy，the
introvert personality，and his weak（in most typical MBA employers' eyes）former  work exp as a Chinese government ，are also the hundrances.
In order to verify the significance of the exp，just set the variables simply, assume that he is a yale som guy who has great communication skills and a decent oral English skill，what would happen if he is still a local official and lacks adequate business exposure？

浮夸是很喜欢独特背景的人，但是独特背景的人最后结果怎么样就不知道了。
不过这些样本太少很难统计，即使有一两个就业不错抑或不好，也难以说明问题，因为我相信没有多少公务员或者纯土鳖背景申请MBA，MBA presence国内也就美资公司有吧。
一般人想不到读mba，我也就是一个非常偶然的机会才知道读MBA这条路。我以前一直以为MBA就是王石这种人读的，是属于全世界最水的学位，原来我曾经的无知，因为中国很多人对MBA不懂。
我这种是处于比纯公务员稍微洋气一点点（虽然去的国家都是所罗门群岛，肯尼亚等艰苦地带），但是又没干货型外资经验的，
其实我总觉得，只要是四大这种背景的读mba，即使没有把握校园招聘的机会，回来都不会太觉得白读。。。。。

现在的问题是，这个哥们回国以后，投简历没人理会，估计一看他是公务员背景就不想给他面试机会。
有一个英资企业面试他，问到：”在哪儿留的学？”他说“我是某某大学MBA”
原本以为对方会眼前一亮，却丢出一句：”美国留的学啊，那还可以。。。。。“

What  a shame the guy didn't hear these thoughtful advises back then！
Given your hypothetical advises ，I think I should make some adjustment to be contextualized with the
  on campus   resources.
Initially ，my strategy is just giving my best shot to seize every on campus chance so as to “maximize the probability  ”, since the opportunities are so limited for international students.It maybe totally wrong，Something unrelated to my exp should be skimed and should focus on the realistic and approachable stuff....
Anyway,a S16 level MBA is definitely  a necessity for me to  make it considering my so called diversified  background......
