我在做这个道题时，根据assign to短语排除了BCD三个选项，然后再AE中徘徊，觉得句子意思是，白宫任命Dr RuthR. Faden为the federal advisorycommittee of experts的主席，他们被分配做一个关于....的报告，然后就选择了A

这里的it assigned 是个宾语从句修饰 chairperson of xx of xx
it 指代的是 白宫
句子意思是 白宫任命了xx为chairperson, 并且assign 他 to do a report
technically, it是有指代不清的问题的
但是结合本句句意
只能是白宫任命了他，并且assign 他
因此it指代是ok的

我在论坛里找到一种解释是federal advisory committee of experts （whom）it assigned to do在it 前面其实应该有先行代词whom， whom给省略了
