正确答案是D，但我上来就把ABD排出了，因为虽然这个agreement是1972年的，但reduce这个动作不是啊，所以我上来就把过去时的选项排除了，看了资料的解答也没有关于这块的，所以想问问各位高手如何解释啊，谢谢

楼主你好，我是这么理解的。
因为agreement是发生在1972年的，reduce就是那个时候的啦。不可能那时候颁布一个法令然后现在才开始reduce吧？

那A中的have been allowed 和D中的are allowed 怎么理解啊，困扰很久了啊。。。。

reduce的主语是a 1972 agreement，所以用reduced，所以留下ACD。但是C有2个动词，留下AD。
that从句修饰phosphates（磷酸盐），从语义上讲用have been dumped最好，但是选项没有，而had been dumped指在reduce之前，即1972年之间，然后就没有了，如果这样，还要agreement干嘛用？
最后，从正确答案理解，由于有1972年的agreement，所以现在人们对于phosphates的乱倒现象减少了。

有疑问：
这里不是对dump的时态，是allow的时态呀

我的理解是：以前没有明文规定的agreement，也会有个默许的allow to dump的amount啊。现在又agreement了，这个amount就下降了。这么一来allow to dump确实可以发生在reduce之前。

况且，正是因为以前有一个amount了，有了1972的agreement才能有了减少的对比对象啊。

我被我自己说服了……实在不懂A错 Ｔ＾Ｔ
