通过查阅资料和看网上各位nn的讨论，明白了c选项为什么用现在完成时，是为了表示在将来一个动作在将来另一个动作发生之前已经完成，即在将来游客参观公园这个动作之前trim这个动作已经完成，但是关于a选项一般现在时仍有一点不太明白，一般现在时可以表达经常性发生的事情，百度关于一般现在时的介绍     “经常发生的动作”，比如每天起床、吃饭、上学，一个星期去几次超市或新华书店等。这些事件中，有的是有规律的，有的是偶尔做几次。这些都算经常发生的事件。我们要告诉人们的，是这个动作经常发生，是一般的情况而不是具体的某一次。”   
这里是manhattangmat一个instructor对为什么用现在完成时而不用一般现在时的说明  I think the use of "have been trimmed" rather than simple past tense "were trimmed" is to indicate that not only were the horns trimmed in the past but the animal tenders will also continue to trim the horns in the present to keep the horns short. Otherwise, after one trimming the horns could grow back to their previous size, and this growth would cause the animals to look the same as they did in the past. Thus, there would not need to be a concern about the impact of short horns on park attendance. This sentence appears to be describing a plan to trim the horns regularly to keep them short; thus, the trimming is ongoing.
看过这个说明之后更困惑了，既然trim是一个经常性发生的动作，那为什么不能用一般现在时呢？？请nn指点

这里的意思是 在trim their horns （已经完成, completed）以后, 游客是否还会来。
所以要用完成时。

Present tense cannot show such chronological flow. hence, incorrect.

对，谢谢nn解释，我在这里理解您说的现在完成时表示将来一个动作的完成在另一个动作发生之前，我不理解的是一般现在时可以表示一个“经常性、习惯性的动作”，在这里把trim这个动作理解为经常性的动作从而用一般现在时为什么不对呢？manhattangmat的instructor也说trim这个动作在将来会又多次重复以确保犀牛的角不会再恢复原状那样的长度，这就说明trim是一个经常性的动作啊……
请nn指点

我个人觉得，一般现在时表现的是一种常态，就是general rule，但文中，修剪这个动作也是在propsal出来之后才开始的，所以之前也是没有的，所以要用现在完成时，从完成的那一刻到以后都一直这样做

谢谢nn指导，那也就是说一般现在时的general rule指的是从过去一直延续到将来的动作？指的是一个经常性发生的动作，那这个动作发生在过去，在现在，在将来，那么过去的时间点并没有明确的规定啊，可以说是发生在propose之前也可以说是发生在propose之后，因为不论是在之前还是在之后都是过去的时间点，表明trim这个动作都是发生在过去的，现在会发生，将来也一样会发生，为什么不对呢？
请nn指点

不是，你没理解什么叫general rule, 比如Sandy plays well with her friends, 并不是说她哪一次跟朋友玩得很好，而是说这个人就是跟朋友玩得很好，同理 如果是their horns are trimmed，就是指被修理过的牛，而不是哪一次修理后的牛

谢谢nn解释，我还是不太理解您说的general rule，是指这个人或者事物的一种属性吗？是指一种常态？但是这个常态是从过去延续到将来吗？麻烦nn再进一步解释

a选项时态上我觉得没啥问题，关键是两个动作的逻辑关系搞混了，visit 和see之间不是并列关系，而是目的关系，因此不能用and要用to
