题目大概意思：根据公共健康方面的官员称，在1998年，Massachusetts 成为第一个州，什么样的州呢？in which后面一句话都是修饰这个州，就是说更多的baby降生在30岁以上的妈妈身上（也就是说更多的妇女在30岁之后生孩子而不是30岁之前）
首先，题目中it指的是 the age of thirty, 我们试着把the age of thirty 代入 it 还原各个选项
A: 还原 more babies were born to women over the age of thirty than under the age of thirty
than 两边是比较age，perfect parallelism
B: 还原 more babies were born to women over the age of thirty than born under the age of thirty
句子结构more babies were born...than born....
第一个born+ to women over the age of thirty ；第二个 born + under the age of thirty, 不平行，错
C: 还原 more babies were born to women over the age of thirty than they were under the age of thirty
句子结构more babies were ...than they were....
第一个were + born to women over the age of thirty ；第二个were+under the age of thirty， 不平行，错
D: 时态错， than 前面是were 过去式，后面是 had been
E: 时态错，than 前面是were 过去式，后面是 had been born

做比较题目先补出成分，然后从右往左看是否平行，具体看楼上的做法。
关于that要不要补出，核心还是看比较对象是否符合逻辑。lz不要纠结什么句子不句子。逻辑才是王道。

Rice has a protein higher in quality than that in wheat.
比较的是protein

Rice has a protein higher in quality than wheat does.
这句也是对的。比较的是rice 和wheat 含有高营养这件事情。

如果是 Rice has a protein higher in quality than wheat.就会变成quality和wheat比较。这样就不对了。
