How to dial 1-800 phone?

I was invited to schedule an evaluate interview and adcom shows the

1-800 phone #. However, am I supposed set up  such service from local phone

company? Because whenever I dialed the number, it says something like

"out of service" or  "empty".

So, I have to make a regular call?
Any phone card good for this?

If you are outside of China, I do not think that you can dail a phone number of 800-xxx even you use regular phone. You may have to ask them for a non-800 number.
