答案是A。
我做题的时候选的是C。我的想法是A没有谓语啊，整个句子结构都不完整。
然后我觉得c对是因为，简化结构：the act approved.......and established......挺完整的，而且我看prep2008语法笔记上说：and的插入使得前面分句没有谓语，后面分句没有主语。不理解这个解释啊，前面分句的谓语不就是approved  后面分句主语不就是 the act么。中间which是一个非限制定语从句。
求各位nn们帮解答，谢谢了。~！万分感谢~！

A选项中的谓语是established，C选项中approved...不是谓语，是修饰成分，如果要作谓语的话应该是the act was approved...and established...,而且C选项中的which离要修饰的成分有些远了，不是很好。

c选项 懂了，再问下a选项established作谓语？不是很懂诶，如果established 前面的also是不是多余呢？also不是连词么，这样的话established就不能作谓语了呀。谢谢~~~
