如果不等价可以考虑加上as, 此时不是同位语而只是名词修饰语。。   不是很懂什么叫不等价        求解释

找到了prep07语法笔记里的解释：(B) part of 表示是同位语，但 deal 与 million 不是同类，million 是个数字 number，它的同位语可以是
a number…。deal 是 business agreement，用它作同位语的可以是 agreement, contract 等

这样是不是说这里的a part of 是两种选择 1.修饰整个句子，但是逻辑不通，淘汰。2.修饰million，不同类不能修饰，淘汰。故无法用作同位语

同位语修饰最靠近它的名词或者短语，所以在D E 里面选择

然后To do在GMAT一般不能用作目的，这里选deal that will make

然后再GMAT中用That更符合句法。
