如果楼主prefer Rutgers to Hawaii，可以给前者发信，说你拿到别家offer但是更喜欢他家，问问你有没有戏之类的。以下是urch上面的帖子供参考：

There is no "best thing" to do. Only do what works for you and what you're comfortable with. However, if you do choose to send an email, you can use something along the lines of:

"Also, I am interested to know where (insert school name) is in the admissions process. I would greatly appreciate any insight you may be able to provide."

I personally don't think its pushy or desperate, but I could be wrong too. I sent something similar to a program, and the professor was kind enough to tell me everything, including where in the process they were, how many they plan on admitting from their "short list", and even my overall rank among the applicants, which was very unexpected (and honestly kind of depressing since I was told I made the cut to the top 14, but not the final cut and therefore "on hold"). Which leads me to another bit of advice... don't ask if you don't want to know

Rutgers我还挺喜欢的，就在NYC旁边，旁边牛校又多，conference的机会应该也多。对于我来说应该是仅次于加州的了。缺点是newark的治安很差，不过phd应该也没时间出去瞎溜达。

Rutgers是蛮烂的，话说当初我也申了，然后后悔了。。。location吗，听上去在nyc的边上很fancy，但是其实的确是治安不好，而且听说学校现在在大兴土木，弄得乌烟瘴气的。。。

newark，你可以查查，美国最不安全的城市之一。全是黑人。

As for location, be at the right place the right time. Then you should be fine.
