这到底是不是offer

本人比较小白，申了霍夫斯特拉，收了一封信，我分不清这算是offer还是就是学校的一个海发的慰问，麻烦各位牛牛帮忙判断一下，不胜感激！！

我之前收到了一个offer一开始也是说欢迎申请，然后介绍自己的学校，最后才说希望能加入我们。而且我后来收到学校所要我给学校e-mail  an I-20 application form，那个东西我看介绍是要去哪个学校就给哪个学校寄。但是我也好纠结，因为我看上面那封信也怎么看怎么不像offer。
