一道prep题，困惑求解答

这个题，首先排除ADE，对B选项有困惑，except 也是连词，为什么不对呢，还是从语义的角度讲C更好，except 在gmat中到底是不是连词

意思上的考察，既然这个M地方是英国的殖民地，很应该这个殖民地说的是英语；
但是后半部分说的是never，当然就是一个转折，所以一定要出现个but表示转折
