我觉得这个题考的不是arise of,  independently of the more celebrated city-states of southern Mesopotamia是前面 in northern regions of 的平行结构...
而且我觉得介词如果单独考，除了固定搭配，要看介词的具体含义of表示的是严格的从属结构，with是松散的链接结构。

我觉得是in northern regions of the more celebrated city  
就是和前面 in northern regions of the Middle East的平行结构
