My question is what the verbing phrase "viewing..." modifies, "many financial experts' or "policy makers".

修饰贴着的那个
这种插入语修饰一般都是修饰正前方的那个，或者跳过简单的介词短语修饰前面那个。
比如： I think that the apple, red and sweet, are delicious.
          I, a university student, think that the apple are delicious

根据manhattan里的名词就近修饰的exception的第一个：mission critical
我理解这里的 policymakers at the Federal Reserve
at 是一个essential 修饰，因为去掉了就不知道到底是什么样的policymaker，是政府的，还是公司的？？了。
所以这一句必须连在一起，而后面的viewing 应该是修饰这个整体的 policymakers at the Federal Reserve

谢谢olivia瓜瓜~ 核心词看来是gmat常用来下trick的点，对语法还是只知其一....
最近看到好多正确橛子是that从句后用verbing修饰。
