I  think your understanding is correct. There is a chance that things made from recycled material do not necessarily be of recyclable.

the key word here is "completely"

from his talk, we know that, envelope and letters are made from recycled paper and , therefore, must be recyclable. but in adressing of envelop with window, we are not informed whether window is made from recycled materials.

But , complete mailing include envelop, window and letter.

C provides the guarantee.

1。D错在结论是特指headquarters的mails，不是整个organization，而且对于headquarters，stationery 和envelopes原文已经指出all of the mailings用的都是from recycled paper。所以不需要D的假设。

2。原文的假设比较subtle，它的GAP其实在于材料recyclable不等于做成的成品recyclable，即windows由recyclable的材料做成（原文给的信息）不等于window就可recyclable。

Whether recycled material is recyclable is not the case. We, in this question, just need to take everthing it said for granted.

Also, whether it is the headquarter or orginazition is not the testing point. D indicates clearly those mailings belong to organization. No clue for headquarter, right ?
